Performance Measures

Municipalities in Ontario are required to annually provide the Ministry of Municipal Affairs and Housing with performance measures information and then report performance results to their taxpayers.

Taxpayers need to know how their tax dollars are spent and how their services compare both year to year and in relation to others.

Governments choose to use performance measures for four main reasons:

1. Measurement helps improve performance
2. Performance measurement strengthens accountability
3. Performance measurement stimulates productivity and creativity
4. Performance measurement improves budget process

Energy Consumption and Greenhouse Gas Emissions

The Provincial Government has committed to help public agencies better understand and manage their energy consumption.  As part of this commitment, Regulation 397/11 under the Green Energy Act, 2009 requires Municipalities to report on their energy consumption and greenhouse gas (GHG) emissions annually beginning in 2013, and to develop and implement five-year energy conservation and demand management (CDM) plans starting in 2014.
