Integrity Commissioner

Overview

The Integrity Commissioner is an independent and impartial officer who supports accountability, transparency, and ethical conduct within municipal government. The Commissioner provides guidance to Members of Council, investigates complaints related to the Council Code of Conduct, and promotes high standards of integrity in local governance.

Role of the Integrity Commissioner

The Integrity Commissioner is responsible for:

  • Administering and interpreting the Council Code of Conduct
  • Providing confidential advice to Members of Council on ethical matters
  • Reviewing and investigating complaints regarding alleged breaches of the Code
  • Delivering education and training on integrity and governance
  • Reporting findings and recommendations to Council
What the Integrity Commissioner Can Review

A complaint may be submitted regarding:

  • Alleged violations of the Council Code of Conduct
  • Conflicts of interest
  • Misuse of influence or municipal resources
  • Conduct that does not meet expected ethical standards

Submitting a Complaint

Residents who believe a Member of Council has contravened the Council Code of Conduct may file a formal request for review.

All complaints must be submitted in writing using the official Integrity Commissioner Request Form.

How to Submit

  1. Download and complete the Integrity Commissioner Request Form
  2. Provide all relevant details and supporting documentation
  3. Submit the completed form by email or by mail:

Residents may submit a complaint using either of the following forms: 

Integrity Commissioner Request Form – Code of Conduct
Integrity Commissioner Request From – Municipal Conflict of Interest Act.

What Happens After You Submit a Complaint

Once a complaint is received:

  • The Integrity Commissioner reviews it for completeness and jurisdiction
  • If accepted, the Commissioner may begin an investigation
  • Additional information may be requested from the complainant or Member of Council
  • A written report is prepared outlining findings and recommendations
  • The report is presented to Council and made public once received
